Tras el anuncio de la Procuraduría General de la Nación sobre la apertura de una investigación por las demoras en los desembolsos de créditos a más de 200,000 estudiantes, el Pacto Histórico confirmó que presentará un proyecto de ley para reformar el sistema del ICETEX.
El representante a la Cámara, Alejandro Toro, destacó que la propuesta incluirá cinco puntos clave: eliminar la dependencia del endeudamiento para acceder a la educación, rediseñar los créditos según el ingreso de los estudiantes, convertir las deudas actuales en becas, asegurar el financiamiento estatal directo, y transformar al ICETEX en una agencia de bienestar estudiantil.
Toro reconoció que el ICETEX atraviesa una crisis tanto coyuntural como estructural, y pidió que se asignen recursos inmediatos para aliviar la situación. Además, cuestionó el modelo actual, que considera similar al de una entidad financiera tradicional, argumentando que está afectando el derecho a la educación de los estudiantes.
El congresista anunció que el proyecto será presentado en conjunto con otros parlamentarios y destacó la importancia del respaldo del Gobierno para que la reforma tenga éxito.
